“If these measures all come into force as proposed, without clear policy guardrails, the province unintentionally risks imposing a significant constraint on the ability of businesses to invest, grow, and create more GTA Jobs in Ontario,” the paper states.

The research makes the case that developing GTA Jobs sites into residential neighbourhoods is not necessary in a hurry.
The province’s Housing Affordability Task Force identified “underused and vacant” commercial and industrial properties as a potential source of land for housing, even though it did not specifically suggest developing housing on “employment lands” as a means of meeting the government’s target of 1.5 million new homes by 2030.
The loss of employment land, according to Giles Gherson, president and CEO of the Toronto Region Board of Trade, is a “silent killer” of GTA Jobs since it forces enterprises to relocate to areas with cheaper or easier access to land.
